美印签署废核燃料再加工协议 US, India Seal Deal to Reprocess Spent Nuclear Fuel

美国外交官员说,他们与印度官员就再加工核材料达成了协议,从而扫除了两国间具有里程碑式原子能协议的一个主要障碍。

美国国务院在一份书面声明中说,美印双方完成了再加工美国废核燃料“安排和程序”上的谈判。

美国驻印度大使罗默说,这份加工协议将为两国创造数千份工作扫清障碍。

2008年10月,美国国会签署了核合作协议。但是印度议会尚未批准。

印度反对派反对给予美国公司民事责任保护的立法。批评人士说,印度和俄罗斯、法国签署的类似条约没有这些条件。

分析人士说,如果印度议会通过最终协议,他们预计许多投资者会进入印度这个估计1500亿美元的原子能市场。

U.S. diplomats say they have reached an agreement with Indian officials on reprocessing nuclear material, clearing a major hurdle for the two country's landmark atomic energy pact.

In a written statement, the State Department says the two sides have completed negotiations on "arrangements and procedures" for reprocessing spent nuclear fuel from the United States.

The U.S. Ambassador to India, Timothy Roemer, says the processing deal will clear the way for the creation of thousands of jobs in both countries.

The nuclear cooperation pact was signed by the U.S. Congress in October, 2008, but the deal has not yet been finalized by India's parliament.

Indian opposition parties oppose legislation granting civil liability protection to U.S. energy companies. Critics says similar nuclear deals with Russia and France do not have such conditions.

If India's parliament approves the final agreement, analysts say they expect many investors to enter the country's estimated $150 billion dollar atomic energy market.
