Iran has submitted a letter to the United Nations nuclear watchdog agency outlining an agreement to send some of its enriched uranium to Turkey.

Tehran delivered the letter to the International Atomic Energy Agency (IAEA) Monday. The letter spells out a plan for Iran to send 1,200 kilograms of low-enriched uranium to Turkey for higher-enriched fuel for a medical research reactor in Tehran.

Iran's state-run IRNA news agency has released the contents of the letter. It says under the agreement, the low-enriched uranium would remain Tehran's property while it is in Turkey. It also says Iran and the IAEA could station "observers" in Turkey to monitor the "safekeeping" of the uranium. The letter calls the nuclear fuel exchange a "starting point" in cooperation with other nations.

It says the plan should lead to "positive interaction" that will replace and avoid confrontations that it says could jeopardize Tehran's "rights and obligations" under the nuclear non-proliferation agreement.
