喀布尔大会拥护阿富汗军队安全目标 Kabul Conference Endorses Goal of Afghan Security by 2014

阿富汗总统卡尔扎伊决心在2014年之前让阿富汗军队担负起本国治安责任的计划在一个国际大会上得到拥护。
 
星期二在喀布尔召开的大会上,来自六十多个国家和组织的代表还对卡尔扎伊敦促国际社会将至少一半的发展援助款项通过阿富汗政府的渠道来分配的呼吁表示支持。自从2001年以来,用于阿富汗的援助金额已经超过了400多亿美元。

An international conference has endorsed Afghan President Hamid Karzai's plan for Afghan forces to take charge of their country's security by 2014.
 
During Tuesday's gathering in Kabul, representatives from more than 60 countries and organizations also backed President Karzai's call for the international community to channel at least 50 percent of development aid through the Afghan government. More than $40 billion has been spent on Afghanistan since 2001.
 
U.S. Secretary of State Hillary Clinton told delegates that the United States is encouraged by work the Afghan government has done to improve governance and combat corruption, but said much work remains.
 
The final communiqu? of the one-day conference endorses a number of Afghan initiatives aimed at giving the country more control of its security and development, including a plan to reintegrate Taliban fighters who lay down their arms, renounce al-Qaida and accept the constitution.
