Sudan's President Omar al-Bashir has arrived in Chad, his first visit to a country that recognizes the war crimes court seeking his arrest.

Witnesses in Chad's capital, N'djamena, say Mr. Bashir flew in Wednesday to take part in a summit of the Community of Sahel and Saharan States.

The International Criminal Court issued warrants for Mr. Bashir last year on charges of war crimes and crimes against humanity in Sudan's war-torn Darfur region. Last week, the court added genocide charges.

Mr. Bashir's visit is drawing outrage from U.S.-based Human Rights Watch. Ahead of his arrival, the group demanded that Chad either deny entry to Mr. Bashir or arrest him.
