Election officials in Azerbaijan say voters have given President Ilham Aliyev's party an overwhelming victory in parliamentary elections that the opposition calls rigged.

With 90 percent of Sunday's vote counted, officials say the ruling party won about 70 seats in the 125-seat parliament.

International election monitors say Azerbaijan has made no meaningful progress in its democratic development with the flawed parliamentary vote. About 75 U.S. embassy employees in Baku joined monitors from the Organization for Security and Cooperation in Europe as poll observers.

The ruling party insists the polls were transparent and fair with nearly 700 candidates competing for the 125 seats.

Even before the polls closed, opposition parties said the outcome was pre-determined to ensure Mr. Aliyev keeps a firm grip on power. The leading opposition party, Musavat, did not win any seats.

Human rights groups have long accused Mr. Aliyev's government of curbing democratic freedoms and stifling dissent.
