Democratic leaders in the U.S. Senate have abandoned efforts to pass a massive $1.2 trillion spending bill that would finance the U.S. government through next year.

Senate Majority Leader Harry Reid announced Thursday he would not try to bring the measure to a vote in the face of Republican lawmakers' opposition to the inclusion of 7,000 specially-funded projects personally requested by individual lawmakers for their home states and districts. The projects, commonly known as earmarks, cost billions of dollars. Senate Republican leader Mitch McConnell convinced enough Republicans who were considering voting for the bill to switch positions.
