柬埔寨要求区域观察员监督边界 Cambodia Wants Regional Observers to Monitor Border

柬埔寨说,它将要求东南亚国家联盟这个区域组织派遣观察员,监督泰国和柬埔寨边界一个有争议的地区。在该边境地区,至少有10人在这个月发生的跨边界炮击中丧生。

柬埔寨外交大臣贺南洪星期三表示,泰国对联合国安理会最近发出的要求在临近一个有9百年历史的高棉和印度教寺庙的地方保持克制的呼声置之不理。这个寺庙已被宣布世界文化遗址。

泰国还没有对涉及东盟的提议公开作出反应。但是曼谷政府此前一再表示,这个争端应该通过双边会谈进行解决,而且拒绝外部协助的呼吁。

这两个国家的外长星期一将这个争端提交到联合国安理会。安理会主席、巴西驻联合国代表维奥蒂后来敦促双方实行永久的停火。几个小时后,有报导说在这个寺庙附近爆发了新的战斗。

每一方都指责对方挑起这次冲突,但没有独立目击者的报导能澄清目前的局势。

Cambodia says it will ask the Southeast Asian regional grouping ASEAN to send observers to monitor a disputed area on the Thai-Cambodian frontier where at least 10 people have been killed in cross-border artillery shelling this month. 

Cambodian Foreign Minister Hor Namhong said Wednesday that Thailand had ignored recent calls from the U.N. Security Council for restraint near a 900-year-old Khmer Hindu temple, which has been declared a World Heritage Site. 

Thailand has not responded publicly to the ASEAN proposal. But the Bangkok government has said repeatedly the dispute should be settled in bilateral talks and has resisted calls for outside assistance. 

Foreign ministers from the two countries brought their cases to the U.N. Security Council Monday, and Council President Maria Luiza Ribeiro Viotti of Brazil later urged both sides to observe a permanent cease-fire. Hours later, new fighting was reported near the temple site. 

Each side blames the other for the clashes, but there have been no independent witness reports to clarify the situation.
