[00:12.32]The measures have been part of U.S. government policy [00:16.56]since Barack Obama was president. [00:21.48]Trump announced the changes Friday during a visit [00:26.08]to the Little Havana neighborhood of Miami, Florida. [00:31.36]The president said, the Obama administration's easing of restrictions [00:37.28]on travel and trade has not helped the Cuban people. [00:44.00]"Effective immediately, I am cancelling the last administration's [00:49.08]completely one-sided deal with Cuba," Trump said. [00:54.25]He said the changes are aimed at cutting support [00:59.36]for Cuba's military and government. [01:03.60]He called for a policy of "principled realism" toward the island country [01:10.12]– one that does not reward its leaders. [01:15.28]Trump called for a "free Cuba" and strongly criticized the government. [01:22.36]He accused it of shipping arms to North Korea and supporting unrest in Venezuela. [01:31.08]Trump also urged the government to release political prisoners, [01:36.16]permit economic freedoms, and hold elections. [01:41.52]Yet diplomatic ties between the countries are not changing. [01:47.52]The president said "The embassy remains open in the hope [01:52.28]that our countries can forge a better path." [01:57.04]He added, "The American people are rejecting the Cuban people's oppressors." [02:04.60]Trump is barring Americans from doing business [02:09.00]with the island's GAESA business conglomerate, [02:13.24]which is linked to the Cuban military. [02:17.20]The conglomerate is estimated to control more than half of the country's economy. [02:25.92]The action will limit the flow of money from the United States to Cuba. [02:34.04]Also, the existing ban on travel by individual U.S. citizens to Cuba will be enforced. [02:44.12]That means "ending individual people-to-people travel." [02:50.28]Instead, Americans traveling to the island will have to be part of a group. [02:58.28]Supporters of the Obama policy on Cuba say the new restrictions will have a bad effect. [03:08.16]Brett Bruen worked in the Obama administration to change U.S. policy toward Cuba. [03:17.16]He said the actions proposed by the Trump administration [03:22.08]will set back relations with Cuba and other Latin American countries. [03:29.24]Bruen said, "Returning to the days of barriers and blockades [03:34.80]will hurt American foreign policy, it will hurt American companies." [03:41.72]However, the Trump administration said new rules will not affect other measures [03:50.32]designed to increase trade with the island nation. [03:55.72]Officials said new rules will not "disrupt the existing business that has occurred." [04:04.12]This is meant to avoid hurting Americans who have made recent investments in Cuba. [04:11.32]Also, the new rules will not target popular Cuban goods such as rum and cigars. [04:21.68]During the speech, the president told the crowd [04:25.80]that he was keeping the promise he made [04:29.04]during the campaign to punish Cuba for human rights abuses. [04:35.84]The United States ordered a trade embargo on Cuba in 1960 [04:42.52]two years after the Communist revolutionary Fidel Castro ousted leader Fulgencio Batista. [04:52.72]The embargo failed to remove Castro, or his brother Raul, from power. [05:00.28]Obama re-established diplomatic relations with Cuba in 2015. [05:08.68]President Trump has not called for a return to a policy known as "wet-foot, dry-foot," [05:16.36]which Obama ended in January before leaving office. [05:21.20]Under this policy, Cubans fleeing the island [05:25.68]were permitted to stay in the United States if they reached U.S. soil.
