[00:08.10]The judge stopped a presidential order [00:11.74]that would have blocked immigrants from seeking asylum [00:15.71] if they entered the United States illegally. [00:19.96]President Donald Trump signed the order on November 9. [00:26.12]It denied asylum to anyone who crossed the southern border [00:30.88]without going through official ports of entry. [00:35.15]He acted in answer to large groups of Central Americans [00:40.17]currently walking to the U.S. border with Mexico. [00:44.72]They have said they plan to enter the U.S. [00:49.73]Many are fleeing violence in their homelands. [00:54.75]Trump described the so-called "caravan" of Central Americans [01:00.32]as a national security threat. [01:03.27]U.S. troops are deployed to the border [01:06.68] to help stop what Trump has also called an "invasion." [01:12.23]But on Monday, the judge in the case said that the president [01:17.69]is not permitted to "rewrite the immigration laws [01:21.26] to impose a condition that Congress has expressly forbidden." [01:26.88]The U.S. Immigration and Nationality Act says [01:31.44]a migrant is permitted to make a claim for asylum [01:34.94]up to one year after arriving in the U.S. [01:39.28]The law does not set any conditions about how they arrive. [01:45.04]A lawyer for the Center for Constitutional Rights [01:49.20]said the law "couldn't be clearer." [01:52.84]The center is part of the group that took legal action against the order. [01:59.30]The Department of Homeland Security, or DHS, [02:04.13]and the Department of Justice answered the court decision [02:07.98] in a joint statement Tuesday. [02:11.07] It said, "As the Supreme Court affirmed this summer, [02:16.18]Congress has given the President broad authority to limit [02:20.41]or even stop the entry of aliens into this country." [02:25.56]Last June, the Supreme Court ruled [02:29.55]that Trump has the power to establish a travel ban [02:32.97]against people from some Muslim-majority countries. [02:37.45]The federal judge's ruling against the asylum ban, however, [02:41.79]will remain in effect for one month barring an appeal. [02:47.09]It will also make it harder for the government to deport illegal migrants. [02:53.47]DHS officials say about 70,000 people a year [02:59.23]request asylum after entering the country illegally. [03:04.29]But — illegal crossings overall are well below historical highs from previous decades. [03:12.49]Trump administration officials had argued that the order [03:17.13]is meant to force asylum seekers to go through official border crossings.
