[00:18.40]The reduction is tied to existing rules [00:21.68]that bar the United States from providing money [00:25.40]for medical operations to end pregnancies [00:29.72]or efforts to support abortions. [00:34.32]The restrictions now extend to foreign groups [00:38.16]that provide money to other organizations [00:41.48]that promote or provide abortions. [00:46.36]Pompeo said at least two agencies connected to the OAS [00:51.80]appear to be promoting abortion availability [00:55.96]in the Western Hemisphere. [00:59.00]Pompeo said the administration of President Donald Trump [01:04.00]is able to meet "critical global health goals, [01:08.04]including providing health care for women [01:11.32]while refusing to subsidize the killing of unborn babies." [01:17.84]The policy requires that foreign nongovernmental organizations [01:23.20]that receive family-planning money from the United States [01:27.96]must show that they do not provide or support abortions. [01:33.84]The policy is sometimes called the "Mexico City Policy" [01:38.20]after the place where it was first announced in the 1980s, [01:42.88]under the presidency of Ronald Reagan. [01:46.56]Later presidents canceled or did not follow the policy. [01:52.24]The Trump administration put the policy in place again in 2017. [01:59.84]Critics call the policy a "global gag rule." [02:04.00]They say it prevents people from talking about abortion [02:08.00]and hurts reproductive care. [02:12.24]State Department spokesman Robert Palladino [02:15.84]said the United States would cut about $210,000 dollars [02:21.64]from the Inter-American Commission on Human Rights, [02:25.92]an independent group within the OAS. [02:30.28]Pompeo said the aim is for American taxpayer money [02:35.88]to not be used to pay for abortions. [02:40.64]Democratic lawmakers denounced the expansion to the policy. [02:45.96]U.S. House Speaker Nancy Pelosi called it "cruel" on Twitter.
