每个国家的肥料使用各不相同，有的太少，有的太多。氮素和磷素能够促进作物生长，但是也会污染水和空气。
最近发表在科学期刊上的政策讨论对比了不同农业系统下的养分平衡。研究人员对比了三个以玉米为主要作物的地区的肥料使用情况，分别是中国，肯尼亚和美国。
他们说，截至到2005年，中国北部的农田每公顷的产量与美国中西部相同。但是中国农民施用的氮素比美国多六倍，产生的过剩氮则多23倍。
政府政策有一定的影响。例如，由于中国寻求粮食安全，其政策增加了肥料施用量。
研究人员指出，20世纪70年代，美国农民为作物施肥过多。但是后来，改良的耕种方法增加了产量，同时，也更好地利用了含氮化肥。
肯尼亚西部的农田肥料施用量仅为美国农田的十分之一。玉米产量仍然很低。研究人员称，撒哈拉以南非洲的耕种方式需要提高，否则，贫瘠的土壤会增加农村地区的贫穷。2.5亿多人不能从作物获得足够的营养来保持身体健康。
农业系统中的养分平衡根据经济发展状况而有所不同。在许多发展中国家的部分地区，尤其是撒哈拉以南非洲，农民缺少足够的投入来保持土壤肥力。但是发达国家或发展迅速的国家则产生了不必要的过剩。
由使用化肥的农田释放出的氨气是空气污染的一个原因。农田还会释放使空气温度升高的一氧化二氮。
从农田流失的氮素会产生大面积的死亡区域，比如墨西哥湾。由于氮素过剩，海藻类微生物过度繁殖。海藻从水中吸收大量氧气，导致鱼类和其他有机体死亡。
纽约伊萨卡岛康奈尔大学的Laurie Drinkwater是本报告的作者。Drinkwater教授称农民需要想办法解决农田氮素流失的问题。她说，不同的国家根据位置，环境，气候和人口需求需要不同的解决方法。
