这份条约的名字很长：关于港口国家防止，抑制和消除非法、未报告和无管制捕捞措施的条约。联合国粮农组织称，通过签署该条约，政府承诺采取措施守卫自己的港口，禁止涉嫌非法捕捞的渔船进入。
渔船的非法捕捞行为主要是其悬挂国旗的国家的责任。而新的条约则指向渔船入港的国家，目的是要求这些国家鉴别，报告和拒绝非法船只入境。
要登陆时，外国渔船向有权对他们进行检测的港口申请入境许可。在他们抵达之前，他们必须传送关于他们的活动以及所携带鱼类的信息。如果船只被拒绝入港，其他港口将被告知。该船只所悬挂国旗的国家必须采取行动。
