General Motors Seeks Quick Bankruptcy

    本周,通用汽车走向破产法庭,成为美国三大汽车巨头中第二个在继续运营的同时向债权人寻求保护的公司。克莱斯勒4月30日宣布破产,尽管其尽快完成破产程序的计划还有待最终判决。

    通用汽车100年中有77年处于汽车界首位,去年,丰田汽车跃居首位。通用汽车并非所有分公司都亏损。亚洲和拉丁美洲的分公司销量增长,出现盈利。但是,最近的破产越来越显而易见。

    通用汽车负债720亿美元。现在债权人将获知谁会得到赔偿,赔偿多少。通用汽车的破产是美国第四大破产公司,但是在制造行业是最大的。通用汽车希望破产程序能够尽快通过。

    政府计划注资300亿美元,高出之前的200亿美元。作为回报,纳税人将持有重组后更小的通用汽车加拿大公司60%的股权,美国汽车工会也将成为重组后的新公司的股东。

    但是奥巴马总统周一表明,他希望限制对有人所称的“"Government Motors”的干预。

    奥巴马:“简言之,我们的目标是,以不插手的方式,以最快的时间使通用汽车存活下来。”

    这些情况可能实现吗?专家称,其中一个担忧是,立法者可能试图控制公司决策,比如哪里建立新工厂。

    另外一个担忧是,贸易伙伴可能会认为拯救通用的行动是被自由贸易协定所禁止的政府支持。底特律三巨头中只有福特汽车公司没有接受援助。然而,其他国家,尤其是欧洲的国家,在努力采取措施拯救本国汽车行业的就业机会。

    密歇根大学交通运输研究员Bruce Belzowski称,一个大问题就是,员工的士气会受到怎样的影响。员工应该相信新的通用公司。而且,当然,其产品必须满足公众的要求,也必须符合政府对燃料经济的规定。

    为了降低成本,通用汽车计划在2011年之前关闭更多的工厂,减少更多的就业机会,明年年底之前,终止1000多分经销合同。克莱斯勒希望尽快减少美国国内800个经销商。

    周三,国会听取经销商的愤怒时,两大汽车制造商为自己的计划辩护。

    通用计划出售或停止放弃土星(Saturn)、萨博(Saab)和庞蒂亚克(Pontiac)生产线,可能将悍马品牌出售给中国一重工企业。
