Key members of the Obama Administration are trying to rally support for a controversial $3.8 trillion budget that projects massive deficits, and calls for large spending increases to fight unemployment and improve education.

Treasury Secretary Timothy Geithner told a Senate committee Tuesday, that Congress and the White House must work together to boost economic growth and create jobs.The budget published Monday proposes more efforts to cut the 10 percent unemployment rate, including tax incentives intended to help small businesses.

The budget plan projects a record $1.6 trillion deficit this year, and a slightly smaller deficit in the next budget year (which begins October 1).Opposition Republicans are criticizing the Obama budget as wasteful and ineffective.Geithner says once the economic recovery is underway and the employment picture improves, it will be time to attack the deficit. He says deficits hurt the economy because they cause interest rates to rise and slow growth.The budget has to win congressional approval before it can become law, a process that could take months.
