Mideast envoy Tony Blair says Israel has agreed in principle to ease its blockade of the Gaza Strip.

Mr. Blair spoke after talks in Luxembourg Monday with European Union foreign ministers.

There was no immediate comment from Israel. The Jewish state has come under intense international pressure to end the blockade since launching a deadly raid last month on an aid flotilla headed to Gaza. Israeli commandos killed nine pro-Palestinian activists in the raid.

Mr. Blair said Israel has pledged to let in some humanitarian and commercial goods. The former British prime minister said the Israelis would continue blocking any arms shipments to Gaza.

Israel's Cabinet is setting up what it calls an "independent public commission" to examine last month's raid.

Those killed in the assault included Turkish activists. The Turkish government Monday dismissed the Israeli inquiry as "insufficient," and demanded an international investigation under U.N. auspices.
