海湾合作委员会提出包括也门总统下野的过渡方案 Gulf Council Offers Yemen Transition Plan That Includes President's Resignation

也门官员说,海湾阿拉伯国家组织的官员向也门总统萨利赫递交了一份经过修改的计划,旨在加速他的离去,为新选举作准备。星期四在也门提交的计划,内容包括萨利赫辞职和为期三个月的过渡期。计划建议萨利赫把权力交给副总统,然后由副总统在两个月内组建一个团结政府。

计划规定,执政党成员控制团结政府的一半职位。百分之四十的职位由反对派联盟担任。另外百分之十的职位由无党派人士担任。萨利赫辞职后两个月举行总统选举。作为交换,反对派须同意停止持续了好几个月的反政府示威。

官员们说,海湾合作委员会秘书长扎耶尼星期四在也门首都萨那会晤了萨利赫,提出这项建议。路透社说,晚些时候扎耶尼会晤了也门反对派领导人。但是现在还没有会谈结果的消息。

Yemeni officials say the organization of Gulf Arab states has given Yemen's President Ali Abdullah Saleh a revised proposal to hasten his exit from office and provide for new elections. The plan presented in Yemen on Thursday includes Mr. Saleh's resignation and a three-month transition. Mr. Saleh would transfer powers to a deputy who would then form a unity government within two months. 

Under the plan, ruling party members would control half of the unity government, 40 percent would be held by an opposition coalition and 10 percent by unaffiliated groups. There would be a presidential election two months after Mr. Saleh's resignation. In exchange, opposition groups would agree to stop anti-government protests that have been raging for months. 

Officials say the secretary-general of the Gulf Cooperation Council, Abdullatif al-Zayani, presented the plan to Mr. Saleh on Thursday during a meeting in Yemen's capital, Sana'a. Reuters news agency says Zayani later met with Yemeni opposition leaders but there was no immediate word on the outcome of the talks.
