前苏联领导人戈尔巴乔夫呼吁俄罗斯议会选举作废并举行新的投票。他说,选举结果并没有反映出人民的意愿,而且当局必须承认对选举结果进行作假和舞弊。反对派领导人和国际观察员表示,星期天的投票受到操纵选票、做假票和其它违规行为的普遍指称而受到影响。为防止连续第三天出现抗议活动,反对被指称有舞弊的选举,数以千计的警察和内政部部队在莫斯科街头巡逻,显示警力。250多名反对派示威者星期二在莫斯科被逮捕,在圣彼得堡有100多人被收押。亲政府的支持者也在克里姆林宫周围举行了集会。俄罗斯总理普京所在的统一俄罗斯党赢得了星期天的选举,但其议会多数地位受到相当程度的削弱,只赢得约50%的席位。
  
美国国务卿希拉里·克林顿星期二表示,这次选举既不自由也不公正,选举结果引起“严重关切”。俄罗斯外交部说希拉里的言论是“不能接受”的。俄罗斯总统梅德韦杰夫称,这次选举是“公正、诚实和民主的。”

Former Soviet leader Mikhail Gorbachev has called for Russia's parliament election to be annulled and a new vote held. He said the results do not reflect the will of the people, and authorities must admit to fabrications and rigging. Opposition leaders and international observers say the poll Sunday was marred by widespread allegations of vote-rigging, ballot-box stuffing and other irregularitiesThousands of police and Interior Ministry troops are patrolling the streets of Moscow in a show of force aimed at avoiding a third day of protests against the alleged election fraud. More than 250 opposition protesters were arrested Tuesday in Moscow, and more than 100 were taken into custody in St. Petersburg. Pro-government supporters also rallied around the Kremlin. Prime Minister Vladimir Putin's United Russia party won Sunday's vote, but with a considerably reduced parliamentary majority, at around 50 percent. 
  
U.S. Secretary of State Hillary Clinton said Tuesday the elections were neither free nor fair, and the results raised "serious concerns." Russia's Foreign Ministry described Clinton's remarks as "unacceptable." Russian President Dmitry Medvedev characterized the elections as "fair, honest and democratic."
