[00:11.04]The plan targets Muslim women joining their husbands already in Britain. [00:18.72]Cameron said his plan would help Muslim women immigrants [00:23.96]who spend most of their time at home. [00:28.52]Cameron wrote Monday that 190,000 Muslim women speak poor English [00:36.20]and 38,000 Muslim women speak no English, [00:41.20]although they have lived in Britain for years. [00:45.24]Their lack of English socially isolates them, he said. [00:52.56]Cameron said his plan will help all migrants. [00:57.36]Critics said he was "singling out" Muslims. [01:02.48]Cameron said people who do not speak English [01:06.40]often live apart from British society. [01:11.16]He said they are more likely to be radicalized. [01:16.68]He said he believes his plan will help keep the country safe. [01:22.60]He says there is no connection between a lack of English and being radicalized. [01:30.88]But, he said, "if you are not able to speak English, [01:35.84]not able to integrate, you may find, therefore, [01:41.28]you have challenges understanding what your identity is [01:46.40]and therefore you could be more susceptible to the extremist message." [01:54.44]He said the government will spend more than $28 million for English classes for migrants. [02:02.36]The classes would focus on immigrant woman living in isolated communities. [02:10.12]The government said classes would take place in homes, schools and community centers. [02:18.24]Travel and childcare costs would be paid. [02:23.72]The government says the plan would take effect in October. [02:29.32]Female immigrants must pass an English test [02:33.48]within two-and-a-half years of their arrival, [02:37.96]or face removal from the country. [02:41.80]That threat would remain even if they have children in Britain. [02:47.56]No plans are in place to remove migrants who fail the test. [02:55.00]But officials said the government may refuse to extend visas [03:01.08]or could deny the immigrants permission to stay in the country permanently. [03:08.12]Andy Burnham is a senior member of the opposition Labor Party. [03:14.36]He called the plan a "simplistic, headline-driven approach to extremism [03:21.56](that) risks unfairly stigmatizing a whole community, [03:27.00]thereby making the problem worse." [03:31.56]He said all women -- religious or secular - [03:35.40]- should be helped to learn English, not just Muslim women. [03:40.96]Burnham noted that the government had cut spending on English-language classes in 2011. [03:49.72]The Ramadhan Foundation, a Muslim group, also criticized Cameron. [03:57.76]It said very few of the 3 million Muslims in Britain are extremists. [04:04.48]It said the best way to fight terrorism [04:07.92]"is to build support (with) Muslims [04:11.40]and support the work done across the country," [04:15.32]not denigrating Muslims. [04:19.16]But Naz Shah, a Muslim and a Labor member of parliament, supports the plan. [04:26.12]Shah noted that "too many children...are starting school with no English [04:33.16]because it is not spoken at home."
