[00:07.24]Stock shares fell seven percent in value before trading was halted. [00:13.88]The China Securities Regulatory Commission [00:19.08]used its "circuit-breaker" system to keep share prices from falling even further. [00:28.64]The value of country's currency, the yuan, [00:33.16]fell after the People's Bank of China pushed down its guidance rate one half of one percent. [00:42.68]It is now 6.56 yuan for one U.S. dollar, [00:50.04]the lowest level in almost five years. [00:54.04]Observers say the situation in both the stock and money markets could worsen in the coming days. [01:02.24]On Thursday, the Chinese stock market fell five percent shortly after opening, [01:09.04]and then another two percent in just one minute after the time-out. [01:14.88]Some investors are blaming the commission for developing the circuit-breaker rules. [01:21.48]The measures force the stock exchange to halt trading for 15 minutes if share prices fall five percent. [01:31.12]The exchange is forced to close for the day if prices drop seven percent or more. [01:38.64]Chinese officials enacted the rule to cool the market, [01:43.24]but it ended up causing concern among investors, says Johnny Fang. [01:49.04]He works for Z-Ben Advisors, a financial advisory service. [01:55.72]"The effect on the market is opposite of what was expected. [02:00.60]Investors regard the circuit breaker as an accelerator for the bear market," he added. [02:06.80]This also affected stock markets around the world. [02:11.56]The leading measure of American stocks fell more than two percent Thursday. [02:16.86]The Dow Jones Industrial Average closed down nearly 400 points. [02:24.48]Investors are worried about China's economy and falling world oil prices. [02:31.96]Late Thursday, China's regulators met to decide whether they should use the circuit breaker on Friday or not. [02:41.40]They decided against using the system. [02:45.48]A spokesman for the regulatory commission said [02:48.64]"the negative effect of the mechanism outweighed its positive effect." [02:54.52]The Shanghai and Shenzhen exchanges will not use the circuit breaker on Friday. [03:02.60]I'm Dan Friedell. [03:04.12]更多听力请访问51VOA.COM
