[by:www.51voa.com] [00:00.00]¸ü¶àÌýÁ¦Çë·ÃÎÊ51VOA.COM [00:01.12]Donald Trump is making America's immigration policy [00:05.36]the top issue of his presidential campaign. [00:09.52]At a speech on Wednesday, Trump said illegal immigrants [00:14.24]are responsible for many violent crimes. [00:17.68]And he said they represent a terrorism threat to the United States. [00:23.56]Trump told a crowd in Arizona that illegal immigration is also an economic threat. [00:31.52]He said it can cost Americans jobs or force them to work for lower wages. [00:38.52]Trump, a New York businessman, is the Republican Party's candidate for the presidency. [00:45.96]The candidate of the Democratic Party is Hillary Clinton, [00:50.60]a former secretary of state, senator and the wife of former President Bill Clinton. [00:57.04]The U.S. presidential election is November 8. [01:01.32]Some observers expected Trump to moderate [01:05.54]some of the positions on immigration during the Arizona speech. [01:09.80]But that did not happen. [01:12.80]Trump called for a tripling of immigration agents to enforce immigration laws [01:18.00]and remove illegal immigrants with criminal records. [01:21.68]And he repeated his call for building a wall along the U.S. border with Mexico. [01:28.12]"We will build a great wall along the southern border," Trump said. [01:34.16]"And Mexico will pay for the wall. One hundred percent. [01:39.33]They don't know it yet, but they're going to pay for it." [01:43.92]Hillary Clinton opposes a border wall. [01:47.80]Clinton has said she will push a bill in Congress [01:51.08]to give immigrants without legal documentation a path toward citizenship. [01:57.12]Stephen Brooks is with the Ray C. Bliss Institute [02:01.48]of Applied Politics at the University of Akron in Ohio. [02:06.64]He said Trump continues to appeal to voters [02:10.60]who worry that a long-time goal of many Americans [02:14.84]is no longer possible for them and their families. [02:19.52]That goal is to hand down a better life for their children. [02:24.49]"Many believe that is out of reach and they blame [02:29.52]-- whether fairly or not -- immigration and trade," Brooks said. [02:35.14]Many of these voters are white men, Brooks said. [02:39.44]Many live in areas where factories that produced clothing, [02:43.96]steel and other products are gone. [02:47.60]So are the high-paying jobs those businesses provided. [02:52.49]White, working-class voters helped Trump surprise the experts [02:57.84]and defeat 16 other candidates for the Republican presidential nomination. [03:03.11]Trump's problem is that these voters may not be enough [03:08.12]to win a general election, with an increasingly diverse group of voters, Brooks said. [03:15.04]In 2012, 71 percent of Hispanic voters chose President Barack Obama [03:22.01]over his Republican opponent, Mitt Romney. [03:26.24]A public opinion survey in July found that 82 percent of Hispanic voters [03:32.28]have an unfavorable view of Trump. [03:36.76]Jacob Monty is an immigration lawyer from Texas. [03:40.60]He served on the National Hispanic Advisory Committee for Donald Trump. [03:47.16]Monty resigned from the committee after the Arizona speech. [03:52.04]He said the candidate's immigration positions [03:55.16]did not match what Trump told him and other committee members. [04:00.68]"It's a sad day because I am no fan of Hillary Clinton," [04:05.48]Monty told television broadcaster MSNBC. [04:10.32]A record 27.3 million Hispanics have the legal right to vote, [04:15.96]according to the Pew Research Center. [04:19.08]Brooks said Trump is also having trouble with many white college graduates, [04:24.60]especially women, who consider Trump's message too divisive. [04:30.08]Just hours before his speech, Trump traveled to Mexico City [04:34.72]to meet with Mexican President (Enrique) Pe?a Nieto. [04:38.20]The candidate used diplomatic language, [04:41.44]saying a Trump administration would work together [04:44.68]with Mexican leaders to secure the U.S.-Mexico border. [04:49.32]When he first announced his candidacy in June 2015, [04:54.40]Trump said Mexico was sending people "bringing drugs," "bringing crime" and "rapists." [05:02.20]In Mexico City, Trump said Mexican-Americans [05:06.36]are "spectacular, spectacular hard-working people." [05:11.20]David Damore teaches political science at the University of Nevada, Las Vegas. [05:17.40]He said it almost seemed as if there were "two Donald Trumps" speaking on Wednesday. [05:24.52]For the Mexico trip, Damore said, it was Trump [05:28.76]being civil and reaching out to an important U.S. ally. [05:33.76]But in the Arizona speech, Trump sent a strong message to his supporters [05:39.12]that he is not backing down from strong immigration policies and tough language, Damore said. [05:47.04]Writer and political commentator Ann Coulter had expressed concern [05:51.96]that Trump was no longer calling for tough policies against illegal immigration. [05:58.08]But she praised him after the Arizona speech. [06:02.68]"I hear (former British Prime Minister Winston) Churchill had a nice turn of phrase, [06:06.80]but Trump's immigration speech is the most magnificent speech ever given," she wrote on Twitter. [06:14.86]But Damore and Brooks said the language Trump used in his Phoenix speech [06:20.20]turns off many wealthy and well-educated white voters. [06:24.96]I'm Bruce Alpert.
