[00:15.76]Moon said, "The United States and President Trump have declared and promised [00:23.92]that whatever military action they would like to take, [00:29.28]they will fully discuss it with us and get our consent." [00:35.17]"South Korea and the U.S. are in full communication and discussions," he added. [00:44.47]During a televised news conference, Moon also promised [00:49.92]to prevent another military conflict on the Korean Peninsula. [00:57.52]The event marked his first 100 days in office. [01:03.68]Moon has called for reducing tensions through talks and engagement. [01:10.44]This has been different from the U.S. president's efforts to put "maximum pressure" [01:17.96]on North Korea for its missile tests and nuclear program. [01:24.28]However, Moon said North Korea should stop the development [01:30.36]of a fully operational Intercontinental Ballistic Missile (ICBM). [01:37.96]Such a development, Moon said, would cross a "red line" [01:43.48]and raise the risk of military conflict. [01:48.84]Moon said "President Trump is trying to pressure North Korea [01:54.72]by showing firm determination." [01:59.44]But he said he considered economic pressure was the main way [02:05.52]to persuade North Korea to take part in nuclear talks. [02:12.44]Tensions on the Korean Peninsula eased this week [02:17.16]as North Korean leader Kim Jong Un postponed planned missile launches. [02:25.32]North Korea had threatened to launch missiles [02:29.68]targeting waters near the U.S. territory of Guam in the Pacific Ocean. [02:38.64]Trump called the postponement a "wise and well-reasoned decision" [02:45.20]in a tweet on the social network Twitter. [02:49.83]North Korea's threat was in reaction [02:53.96]to new United Nations Security Council restrictions. [03:00.44]The goal of the measures is to ban about $1 billion worth of North Korean exports [03:08.92]including coal, iron ore and seafood. [03:15.00]The U.S. and other countries have accused North Korea [03:20.44]of using export income to fund its banned weapons programs. [03:28.27]Moon's news conference Wednesday came less than one week [03:34.54]before the beginning of yearly military exercises [03:39.84]between South Korean and U.S. troops. [03:44.74]North Korea strongly condemns the exercises [03:50.16]calling them preparations for "invasion." [03:56.60]During a visit to Beijing Thursday, the Chairman of the U.S. Joint Cheifs of Staff, [04:04.16]General Joseph Dunford said there are no plans to reduce the size of the exercises. [04:14.28]And U.S. Vice President Mike Pence again stated [04:19.20]that "all options" toward North Korea [04:22.79]remain for consideration during his visit to South America. [04:30.60]China is North Korea's main ally and biggest trade partner. [04:38.64]On Monday, China announced it would place restrictions on North Korean imports [04:45.92]following the U.N. Security Council measures. [04:52.96]China has urged North Korea not to carry out missile [04:58.12]or nuclear tests that are banned by the Council.
