[00:13.06]However, North Korea's foreign minister said the North had "every right" [00:19.85]to shoot down American warplanes even outside of its airspace. [00:26.22]Foreign Minister Ri Yong Ho spoke to reporters [00:31.03]in New York on Monday after a meeting at the United Nations. [00:36.07]Ri's comment followed Saturday's flight of American B-1B bombers and fighter jets [00:45.16]in international airspace to the line separating North and South Korea. [00:52.32]Hours after the flight, the North Korean government released a propaganda video. [00:59.84]It showed U.S. warplanes and an aircraft carrier being attacked. [01:05.98]The video also showed a missile being fired from a mobile launcher. [01:13.09]But, the video was done using very simple computer animation. [01:19.51]Hong Min is an analyst with the Korea Institute for National Reunification. [01:27.56]He said the video was an effort to show [01:31.97]that North Korea could strike back against U.S. forces. [01:37.54]North Korea, however, has fired on American aircrafts before. [01:44.59]In 1969, North Korea's fighters shot down [01:49.81]an American surveillance plane killing all 31 aboard. [01:55.33]The last time North Korea fired on a U.S. aircraft was in 1994. [02:02.43]That year, a U.S. Army helicopter was shot down [02:06.87]near the heavily militarized border killing one of the pilots. [02:12.78]On Tuesday, South Korean media reported that North Korea has moved warplanes [02:20.64]and strengthened defenses on its eastern coast. [02:24.97]But the Associated Press reports that it is unclear if North Korea [02:30.90]was able to detect the bomber flight on Saturday with its radar. [02:36.16]Moon Seong Mook, a former South Korean military official, [02:42.66]is a senior analyst for the Seoul-based Korea Research Institute for National Strategy. [02:50.03]He said North Korea does not have the military capability to match Ri's words. [02:58.18]North Korea's aging MiG fighters cannot match the much more powerful U.S. fighters. [03:06.17]And its surface-to-air missiles are unproven [03:10.17]against American aircraft operating from afar, Moon said. [03:15.60]Du Hyeongn Cha is a visiting scholar at the Asan Institute for Policy Studies in Seoul. [03:24.32]He told AP that, "The most obvious reason Ri made those comments [03:30.31]was because North Korea simply can't tolerate [03:34.70]such high-profile insults to its supreme leadership." [03:39.45]He said the foreign minister's comments also provide an opportunity [03:45.61]for China and Russia to again call for limits on military exercises in the area. [03:53.32]The two countries would like North Korea to freeze weapons tests [03:59.30]in return for a suspension of U.S.-South Korean military exercises.
