[00:14.28]Moon made the offer as he spoke to reporters Wednesday [00:19.08]one day after diplomats from the two sides [00:23.20]met for 11 hours in their first official talks since 2015. [00:31.12]Negotiators met at the "peace village" of Panmunjom [00:36.44]on the border between the Koreas. [00:40.16]Moon said, "What we can do at the moment [00:48.96]is improve inter-Korean relations, [00:52.52]engage North Korea in dialogue, [00:56.08]so that North Korea can return to the negotiation table [01:01.16]for, ultimately, denuclearization." [01:06.60]It is unclear whether a meeting between the two Korean leaders [01:11.59]could take place anytime soon. [01:15.08]North Korea's Kim Jong Un has not met with any foreign leaders [01:20.96]since he took power in 2011. [01:25.88]Koh Yu-hwan is a North Korea expert at Dongguk University in Seoul. [01:33.88]He said such a meeting is possible during Moon's five-year term. [01:41.80]"Kim has never met any foreign leader, [01:44.96]so it would be meaningful for him [01:47.64]to make his first summit a meeting between [the] Koreas," he said. [01:54.16]Moon said he was open to any form of meeting with some conditions. [02:02.08]He noted talks should not be empty. [02:06.16]During last year's presidential campaign, [02:09.64]Moon said that he wanted to improve relations between the Koreas. [02:16.08]However, he also has supported strong international restrictions [02:21.64]on the North to bring it to the negotiating table. [02:27.44]The South Korean president noted on Wednesday [02:31.20]that U.S. President Donald Trump was important [02:35.44]in helping to bring about conditions that permitted the negotiations. [02:42.64]He said Trump deserved "big credit" for increasing pressure [02:48.20]through sanctions on the North Korean leadership. [02:53.72]In Washington, U.S. President Donald Trump agreed [02:58.96]during a Cabinet meeting on Wednesday. [03:03.56]"Without our attitude that would have never happened," Trump said. [03:10.20]Trump added, "Who knows where it leads. [03:14.04]Hopefully it will lead to success for the world [03:18.20]— not just for our country but for the world, [03:22.04]and we'll be seeing over the next number of weeks and months what happens. [03:29.68]The White House also said in a statement, [03:33.00]"President Trump expressed his openness to holding talks [03:37.84]between the United States and North Korea [03:41.36]at the appropriate time, under the right circumstances." [03:47.92]The two Koreas have agreed to reopen an emergency communications hotline. [03:55.20]They also agreed to hold military talks [03:59.00]to solve disputes and avoid accidental conflict. [04:05.24]North Korea said it would send a large delegation [04:09.76]to the Pyeongchang Winter Olympics next month. [04:14.36]And South Korea said it would be willing to suspend some restrictions [04:20.40]that could interfere with North Korea attending the Games. [04:26.64]South Korea also proposed a reunion of families [04:31.72]separated by the Korean War to be held some time in February. [04:38.96]Moon called North Korea's attendance at the Olympic Games "very desirable." [04:45.64]However, he said progress on the nuclear issue [04:50.04]is necessary for relations between the Koreas to improve. [04:56.88]He warned that new nuclear or missile tests [05:00.84]would only increase international pressure. [05:06.00]Grant Newsham is with the Japan Forum for Strategic Studies based in Tokyo.
