[00:18.00]The warning came during Putin's yearly state-of-the-nation address. [00:25.80]He directed strong words at critics [00:30.76]who are concerned about Russia's recent build-up of troops [00:36.84]along its border with Ukraine. [00:40.40]The United States and its allies have urged Russia to pull the troops back. [00:47.12]In recent weeks, tensions between Russia and Ukraine [00:52.24]have increased as both countries violated ceasefire agreements. [01:00.00]While saying he did not want to "burn bridges" in the international community, [01:06.52]Putin did say he would defend his country's interests. [01:12.76]He said Russia's answer to outside threats would be "quick and tough." [01:20.44]He did not define where the "red line" would be on a number of issues, [01:25.84]but said "we will determine where it is ... in each case." [01:33.52]Putin said no foreign country [01:37.08]should be able to tell Russia what it can do on its own land, [01:44.44]and that includes increasing the number of soldiers on its border with Ukraine. [01:52.60]Without naming a specific country, he also criticized "unlawful, [01:59.00]politically motivated economic sanctions" against Russia. [02:05.00]He was speaking about economic restrictions placed last week on Russia [02:10.84]by U.S. President Joe Biden's administration. [02:15.80]The action came after U.S. officials accused Russia [02:20.56]of attempting to influence the 2020 election [02:24.84]and hacking into U.S. computer systems. [02:30.32]The U.S. also sent 10 Russian diplomats home, [02:36.08]investigated a number of Russian companies [02:40.48]and restricted the country's ability to borrow money. [02:46.76]Putin has denied the U.S. accusations. [02:51.88]In response, Russia put its own penalties on the U.S., [02:57.20]including sending 10 diplomats home [03:01.60]and restricting the way the U.S. Embassy can operate in Russia. [03:08.52]In his speech, Putin also said [03:11.92]he would direct his country to continue to modernize its military. [03:18.92]That includes buying and developing missiles and weapons. [03:24.56]He said work continues on an underwater unmanned vehicle [03:30.68]that can carry nuclear weapons and also a nuclear-powered missile. [03:39.32]He asked other nations to recognize that Russia has its own interests [03:45.16]and "will always find a way to defend its position." [03:50.44]He warned other countries not to use [03:54.20]"selfish and arrogant" language when speaking about Russia. [04:00.20]Putin questioned why Western governments were quick to criticize Russia [04:06.28]but did not speak out against a failed attempt [04:10.96]to assassinate Alexander Lukashenko, [04:15.32]a Russian ally and the president of Belarus. [04:20.36]He condemned political interference by foreign governments [04:25.36]in other countries as well, saying it "goes over the top and crosses all boundaries." [04:35.00]While Putin targeted his critics, [04:38.12]he also praised his country's progress in the last year. [04:43.12]He noted Russia's fast development of vaccines against COVID-19 [04:51.80]and put forward economic plans [04:55.16]aimed at helping the country recover from the pandemic. [04:59.56]He urged more Russians to get vaccinated [05:03.32]so the country could reach herd immunity faster. [05:08.48]As Putin spoke, protests supporting imprisoned opposition leader Alexei Navalny [05:17.80]happened in Moscow and across Russia's far east.
