[00:13.76]Russian Ambassador Vasily Nebenzia [00:16.64]accused the U.S. and Western nations [00:20.00]of "whipping up tensions" over Ukraine. [00:24.52]He said the U.S. has falsely accused Russia [00:28.56]of planning military action, saying, [00:31.96]"You want it to happen. You're waiting for it to happen, [00:36.08]as if you want to make your words become a reality." [00:41.80]U.S. Ambassador Linda Thomas-Greenfield [00:45.08]answered that Russia's military force [00:48.16]of more than 100,000 troops along Ukraine's borders [00:52.40]was "the largest mobilization" in Europe for years. [00:58.24]"And they are attempting, without any factual basis, [01:02.36]to paint Ukraine and Western countries as the aggressors [01:06.84]to fabricate a pretext for attack," she said. [01:12.00]The exchanges in the Security Council [01:14.96]came as Russia lost an attempt to block the meeting. [01:20.24]And talks between the U.S. and Russia [01:23.36]have so far failed to ease tensions in the crisis. [01:29.44]The U.S. requested Monday's public discussion in the council [01:34.00]and needed at least nine votes to open the meeting [01:37.92]after Russia tried to block the vote. [01:41.56]Ten council members voted in favor, Russia and China voted no, [01:47.48]while India, Gabon and Kenya abstained. [01:53.52]The discussion centered on whether the build-up of Russian troops [01:57.48]on the border with Ukraine is a threat to international peace and security [02:03.36]- which the Security Council is charged with maintaining. [02:08.56]The Russian ambassador blamed the U.S. for the 2014 popular protest [02:14.32]that led a Russian-friendly president to flee Kyiv. [02:19.60]He claimed that it brought to power "pure Nazis," [02:23.52]and created the conflicts that exist between Ukraine and Russia. [02:29.84]But Nebenzia left the meeting [02:32.08]as the Ukrainian Ambassador started to speak. [02:36.88]American President Joe Biden has warned Russia [02:40.52]that the U.S. will start "strong economic and other measures" [02:45.24]as punishment should Moscow start a military conflict against Ukraine. [02:52.16]He said in a statement that the Security Council meeting [02:55.76]was a chance for "the world to speak out in one voice" [02:59.92]calling for nations to stop "military aggression against its neighbors." [03:07.32]The Security Council has met several times over the crisis in Ukraine [03:11.88]since Russia took over Crimea in 2014. [03:17.08]The council has not been able to take any action [03:20.60]as Russia is one of the council's five veto powers, [03:24.92]along with the United States, China, France and Britain. [03:32.00]On Tuesday, Russia takes over the council's rotating presidency for February. [03:39.76]Some diplomats warn that Russia could delay any attempts [03:44.52]by council members to request another discussion on actions by Russia. [03:51.64]The U.N.
