[00:16.48]Yoon made the offer Tuesday during a speech [00:21.08]at his official swearing-in ceremony in Seoul. [00:25.72]He said his government is ready to work [00:30.00]with the international community to present [00:33.76]"an audacious plan" to resolve North Korea's nuclear threat. [00:40.96]Yoon is beginning his five-year term after North Korea [00:46.48]launched a series of missile tests in recent months. [00:52.40]During his campaign, Yoon promised to take a stronger position [00:58.56]on North Korea than former president Moon Jae-in. [01:03.84]Yoon said he wants to strengthen South Korea's [01:08.56]70-year military alliance with the United States. [01:13.88]And he wants to build up South Korea's own missile program [01:19.36]to defend against North Korean threats. [01:23.56]Yoon presented his speech Tuesday to a crowd [01:28.12]gathered outside of parliament. [01:31.28]"While North Korea's nuclear weapons programs are a threat... [01:36.92]the door to dialogue will remain open [01:40.68]so that we can peacefully resolve this threat," he said. [01:46.36]Yoon added that his proposed plan [01:50.36]could greatly "strengthen North Korea's economy [01:54.40]and improve the quality of life for its people." [01:59.04]Yoon did not provide many details about the plan. [02:04.80]But his national security advisor, Kim Sung-han, [02:09.92]spoke to Reuters in February. [02:13.52]Kim said Yoon's team could offer North Korea [02:18.24]quick sanctions reduction or economic aid [02:23.04]in exchange for denuclearization measures. [02:28.24]In addition to the recent missile tests, U.S. and South Korean officials [02:34.76]have warned that North Korea might be preparing [02:39.60]for its first nuclear weapons test since 2017. [02:46.16]Yoon spoke about South Korea's growing economic problems. [02:51.60]He said a worsening job market and expanding income inequalities [02:58.64]had led to growing political divisions in the country. [03:03.52]Yoon promised to carry out new policies [03:08.12]aimed at improving economic growth to help all citizens. [03:14.52]After his ceremony, Yoon moved to a new office [03:19.44]at a former defense ministry building.
