[00:11.60]His reelection was confirmed Tuesday [00:16.12]by the WHO's governing body, [00:19.68]the World Health Assembly. [00:22.60]The vote came during a meeting in Geneva, Switzerland. [00:27.56]The assembly includes 194 member states. [00:33.72]Tedros was the only candidate running for the position. [00:39.12]His new term will officially begin on August 16, 2022. [00:46.56]Tedros was first elected in 2017. [00:52.12]Tedros is a former government minister from Ethiopia. [00:57.80]He is the first African to lead the agency [01:02.16]and the only director-general who was not a medical doctor. [01:07.32]Tedros directed the United Nations health agency [01:12.16]through its efforts to fight the worldwide COVID-19 health crisis. [01:19.00]He was sometimes criticized [01:22.28]for WHO policies related to the pandemic. [01:26.84]But he also enjoyed widespread support among U.N. members. [01:34.32]Javier Guzman is the director of world health policy [01:39.68]at the Center for Global Development in Washington. [01:43.88]He told The Associated Press the WHO did experience [01:50.20]some "mishaps" while dealing with the COVID-19 pandemic. [01:56.04]However, Guzman said Tedros had kept a "steady voice" [02:02.12]during the crisis and that he supported "equitable" policies. [02:08.44]Tedros has often been critical of wealthy nations [02:13.60]who resisted sharing COVID-19 supplies with developing countries. [02:20.04]He also called on drug companies to do more [02:24.92]to make their vaccines available to the poor. [02:29.64]Guzman said that while some countries [02:32.56]had concerns about Tedros' leadership, [02:36.72]they were not willing to currently push for a change. [02:41.28]"We are in the middle of the pandemic and there is some pressure [02:46.72]for consistent leadership to take us through this difficult moment." [02:52.68]Still, critics say Tedros had failed on several important issues. [02:59.96]Some questioned his leadership [03:03.44]during one of the biggest sex scandals in U.N. history. [03:08.56]It involved accusations that dozens of workers [03:13.28]managed by the WHO sexually abused young women [03:18.84]in the Democratic Republic of the Congo [03:22.36]during an Ebola outbreak that began in 2018. [03:28.52]None of the WHO managers who were told about the accusations [03:34.16]and did little to stop the abuse have been fired. [03:39.12]Tedros has been criticized [03:41.80]for not holding the workers accountable for their actions. [03:46.80]As Tedros begins his second term, [03:50.60]some experts have also raised concerns [03:54.52]that the WHO is not completing its duty [03:58.92]to provide science-based guidance to member countries. [04:04.60]Dr. David Tomlinson is a heart specialist [04:09.56]who has campaigned for better protective equipment [04:13.80]for health workers in Britain's health system. [04:17.88]He told the AP he was surprised [04:21.72]at some of the advice given by the WHO. [04:26.12]One example he gave was the organization's unwillingness [04:31.92]to admit that COVID-19 is widely spread in the air. [04:37.72]In July 2020, more than 230 scientists [04:43.16]published a paper appealing to the WHO [04:47.32]to recognize that the coronavirus was airborne. [04:52.28]The paper later persuaded the WHO [04:56.44]to change some of its guidance on the subject. [05:01.24]Tomlinson and others say Tedros and the WHO [05:06.68]should aim in future health emergencies [05:10.52]to get a full examination of the available science.
